Poor and disabled big losers in Trump budget; military wins

The administration released what it calls a "Taxpayer First" budget on Tuesday.

The proposal is laced with $3.6 trillion in cuts to domestic agencies, food stamps, Medicaid, highway funding, crop insurance and medical research, among others.

Overall, the budget would reduce spending on means-tested anti-poverty programs by $272 billion over the next 10 years. "I think that is ill-advised personally", Cole told reporters.

On the campaign trail, Trump promised not to make cuts to Medicaid. "We finally have a president who's willing to actually balance the budget". The nonpartisan group projected that the tax cuts would cost the government between $3 and $7 trillion over the next decade.

During the campaign, Trump attacked the weak economic growth of the Barack Obama years, and pledged that his economic program would boost growth from the lackluster 2 percent rates seen since recovery began in mid-2009.

Trump's plan, drawn up by White House budget director Mick Mulvaney, lands as Trump's GOP allies in Congress are grappling with repealing and replacing former President Barack Obama's health care law and looking ahead to a hard rewrite of the loophole-clogged USA tax code.

Jon Lester: Lester whiffs 10 in complete game vs. Giants
With one out and runners on first and second, Hunter Strickland got Willson Contreras to bounce into an inning-ending double play. The Giants (20-26) made it eight wins in their past 10 games while the Cubs (22-21) fell for the second time in their past three.

Current Treasury Secretary Steven Mnuchin, in an interview at the Peterson Fiscal Summit, downplayed the issue, saying the president's budget is "a preliminary document that will be refined as we go through the process of working with Congress determining how money is spent and working with the House and Senate on taxes".

Trump wants lawmakers to cut more than US$800 billion from Medicaid, and more than US$192 billion from food stamps over a decade.

Trump's budget, like all presidents', represents policy priorities and is an opening bid in negotiations with Congress over spending. "Clearly Congress will take that budget and then work on our own budget, which is the case every single year but at least we now have common objectives: grow the economy, balance the budget, so we are now on that common ground and we will have a great debate about the details and how to achieve those goals". So Obama's economics team figured that the economy would naturally rebound at a stronger pace than its average growth rate_the kind of acceleration that had previously happened coming out of downturn.

To reach its objectives the plan envisages dramatic cuts to various humanitarian and welfare programs, Social Security and Medicaid, which provides health coverage for millions of Americans including low-income adults, people with disabilities and children. "They're really deep, deep cuts", said Republican Representative Hal Rogers, whose eastern Kentucky district relies heavily on federal aid.

-New parents: The budget plan includes a new paid leave program for the parents of newborn children.

-Medicaid would be reduced by more than $600 billion over 10 years by capping payments to states and giving governors more flexibility to manage their rosters of Medicaid recipients. But he drew rebukes, even from some Republican allies, for the plan's jarring, politically unrealistic cuts to the social safety net for the poor and a broad swath of other domestic programs.

The Feld family bought the Ringling circus in 1967. "But there is a love for the circus that will never die". Help us achieve even more victories by becoming a member today. "There's a lot of mixed emotions, said Rev.

Likewise, a 10-year, $191 billion reduction in food stamps - nearly 30 percent - far exceeds prior proposals by Capitol Hill Republicans.

The president would cut the Supplemental Nutritional Assistance Program, or SNAP, by $193 billion over a decade, a reduction of about 30 per cent from current levels.

The budget plan would slash supports for farmers and impose user fees for meat inspection.

The idea that the tax cuts would pay for anything already was criticized.

President Trump's numbers rely on the USA economy returning to 3% annual growth. Law enforcement and border security would get increases, however. "I'm also grateful we have a president that takes America's commitment to national defense seriously", Cramer said in a release.

But Perry, who once called for the abolition of the department, has become an outspoken proponent of the department's importance, particularly the national labs. "There will be some concerns if we go too deep in some of these areas", he said.
