Mulvaney defends Trump Administration's FY 2018 budget before Congress

Missing Budget reform on Defense Medicare and Social Security

President Trump's 2018 spending plan landed in front of the House Budget Committee on Wednesday, where Office of Management and Budget Director Mick Mulvaney heard plenty of criticism of the blueprint - mainly from Democrats, with one outspoken exception.

Trump's budget will not stand, of course, as even Republicans in Congress will balk at food stamp cuts and the crop insurance cuts and perhaps even the cuts on the rolls of Social Security disability - something Democrats will rightly characterize as the first GOP volley against Social Security itself.

He moved on to the underlying fundamentals of economic growth: workforce, investment and productivity.

Mulvaney's comments, which came during a House Budget Committee hearing, resurrected an issue that Congress has mostly ignored in recent months but will soon trigger tough political decisions.

"These cuts that are being proposed are draconian". Bob Casey, D-Pa., said that Trump's budget isn't the right approach, and that it would result in fewer jobs, lower incomes and less opportunity for families across Pennsylvania.

It is unclear if the Republican-controlled House and Senate will be able to pass a budget blueprint for the fiscal year starting on October 1.

-Young Workers: By not addressing Social Security or Medicare benefits for retirees, Trump's budget increases the likelihood that young workers will eventually face either significant benefit cuts or big tax increases.

"For example, I do not support proposed cuts to National Institutes of Health". It's not only unprecedented; I would think that to be unreasonable.

Atop Rogers' list of worries is Trump's proposed elimination of the $146 million Appalachian Regional Commission that has helped bring projects such as job training to unemployed coal miners, a broadband technology center to Kentucky and high-tech medical equipment to impoverished regions. "If you are on food stamps, we need you to go to work".

Trump got broad support in last November's election in counties with high numbers of white voters who receive food stamps.

Overall, according to a Reuters analysis, states would see federal aid shrink under the proposals by 3 percent in the next fiscal year, with cuts falling more heavily on states that voted for Clinton. Kentucky, a conservative state that signed on to the Affordable Care Act's Medicaid expansion, would also be hit hard, with assistance dropping by 9.7 percent. And it's where those cuts are coming from that has some lawmakers anxious.

"We no longer want to measure compassion by the number of programs that we have or the number of people that are on those programs".

It's worse than even some of President Trump's most vociferous critics could have imagined.

-The Poor: Trump's budget would slash Medicaid and the Children's Health Insurance Program by $616 billion over the next decade. "I think it is just disastrously consequential to build a budget on 3 percent growth".

Mulvaney also told the panel that "it'll be very difficult" to balance the budget in future proposal without cutting back the growth of Medicare and Social Security - the big retirement programs that Trump left alone in this year's effort.

Mulvaney, whose job is to produce the executive branch's budget recommendations and evaluate financial efficiency of federal programs, is one of four top administration officials who were scheduled to testify about the president's budget pitch before the committee Wednesday.
